ANG has one of the most experienced teams in the water and sewerage sector in the country. We have long-standing expertise in a wide range of regulatory issues affecting our clients’ business in the water industry.

We advise an array of water sector clients, including concession companies, the Ministry of Regional Development and Public Works, both domestic and international consultancy firms on projects in Bulgaria. ANG has taken active part in the water supply and sewerage sector reform in the country providing assistance to the Bulgarian government in the process. 

Among our assignments are some of the major water and sanitation projects in Bulgaria in the recent years:

• ANG, in consortium with two leading consulting companies on the Bulgarian market – KPMG Bulgaria and SWEKO Bulgaria, was selected by the Ministry of Regional Development and Public Works to perform a large spectrum of high level consultancy services to help put in practice the significant reforms in the water supply and sewerage sector in the country. The legal assistance and advice provided by ANG focused on strategic issues relating to the allocation of ownership over water supply and sewerage infrastructure between the State and the municipalities; finalization of the contracts with water operators for management, maintenance and operation of water supply and sewerage infrastructure; legal assistance to the newly-established water supply and sewerage associations in commencing their activity; drafting of proposals for amendment of the legislation.
• Legal experts of ANG were part of the team on a World Bank project within the Advisory Program for the Development and Implementation of a Water Supply and Sanitation Strategy in connection with the implementation in Bulgaria of Directive 91/271/EEC concerning urban waste-water treatment.
• ANG advised Veolia Water on the largest water utility merger and acquisitions transaction in recent years in Bulgaria, including the acquisition of the controlling interest in Sofiyska Voda, the concessionaire of the Sofia water and sewerage system.
• ANG advised major international public utility company in the context of the water and waste water services concession in the largest northeast Bulgarian cities of Varna and Shumen.
