Kamelia Angelova’s practice includes a wide range of business and corporate law issues. She has extensive background in legal due diligence work connected with international merger and acquisition transactions in various industries including energy, utilities and infrastructure, civil aviation, insurance and finance.

Concessions and private partner partnerships form a particular focus of the work of Kamelia Angelova. She has worked on the major Bulgarian concession projects, including Varna and Burgas Airports Concession, Sofia Water Concession, several mining concession projects. She often assists clients on the most appropriate PPP forms for structuring their investment initiatives and business in Bulgaria. She was further involved in various European and international surveys focused on PPP/concession legislation.

Kamelia has extended experience in the public procurement area. She is frequently engaged as a consultant or procedural representative in public procurement procedures representing both private sector participants and the public authorities.

Ms. Angelova has specific expertise in the water and sanitation sector advising private water operators as well as the responsible Bulgarian authorities in the field. She has also practiced in the area of environmental law, particularly the implementation of the EU Emissions Trading Scheme and the Kyoto mechanisms in Bulgaria.

Ms. Angelova has acquired outstanding expertise in the drafting of laws and regulations in different industry sectors, including climate change, public private partnerships, water and sanitation, investment promotion. Her broad EU law knowledge and experience provide a broad platform for work on projects with an EU dimension in Bulgaria, including as a legal expert on international consultancy teams.

  • assisted the leading global operator of water services Veolia Water in the acquisition of the United Utilities’ European non-regulated assets, including the controlling interest in Sofyiska Voda (Sofia Water), the concessionaire of the water and wastewater system of Sofia;
  • provides day-to day legal advice to Sofiyska Voda AD and Veolia Voda relating to Bulgarian water and wastewater legislation and other regulatory and concession matters;
  • acted as key legal expert in a project for provision of specialized consultancy services to the Bulgarian Ministry of Regional Development and Public Works in connection with the on-going reform of the water sector in Bulgaria;
  • assisted numerous clients in the course of participation in public procurement procedures as well as during the appeals proceedings before the Commission for Protection of the Competition and the Supreme Administrative Court of the Republic of Bulgaria;
  • advised the Bulgarian Ministry of Transport in relation to the preparation of the Plovdiv Airport concession project;
  • acted as part of the team on a World Bank project within the Advisory Program for the Development and Implementation of a Water Supply and Sanitation Strategy in connection with the implementation of Directive 91/271/EEC concerning urban waste-water treatment;
  • rendered consultancy services to the Bulgarian Investment Promotion Agency within the framework of the project ‘Promoting the advantages of investing in Bulgaria’, including comparative analysis of the legal framework for realization of direct foreign investments in Bulgaria and 8 other European countries;
  • served as key legal expert to the Council of Ministers on a project including review of the relevant concession and PPP regulation and good practices in 8 EU member states and drafting of suggestions for improvement of the forms and regulation of PPPs in Bulgaria;
  • represented an international consortium - candidate in a concession procedure for granting of concession of Rousse civil airport for public use;
  • acted as legal adviser to the Bulgarian Ministry of Environment and Water, NIRAS, Denmark in the process of drafting of the Bulgarian Regulations for setting up of the EU greenhouse gas emissions trading scheme and  the Joint Implementation Mechanism under the Kyoto Protocol.
